I have a wide array of experience with contracts. From assisting clients with business, residential, and sales contracts, to reviewing contracts as part of IV&V engagements, to reviewing contracts as part of every day business. My contract review and compliance experience gives me the foundation to provide contract and engagement review services for your organization. I say foundation because it is my other experience that makes me uniquely qualified to offer these services.

As a management consultant who has worked on numerous engagement for public agencies, I have an in-depth perspective on providing contract-based services to customers. I have intimate knowledge of the challenges, factors, and constraints vendors face. The California Office of Emergency Services (Cal OES) is implementing a web-based Next-Generation SCOUT solution which provides a terrain-oriented single, shared view of current operational information and predictive analytics for situational awareness and decision-making to assist with managing emergency incidents. I provide IV&V Project Management services to review all aspects of the SDLC to assess conformance with contract language, industry standards, best practices and customer expectations.
Hawaii PUC contracted with a System Integration vendor to build a new Content and Docket Management System using a Salesforce Platform. This system will allow PUC to manage cases and dockets more effectively and efficiently. I provided IV&V Project Management services to review all aspects of the SDLC to assess conformance with contract language, industry standards, best practices and customer expectations.
Hawaii DHS contracted with a System Integration vendor to build and implement a new Benefits Eligibility System (BES). I provided IV&V Analyst services to review all aspects of SDLC to assess conformance with contract language, industry standards, best practices and customer expectations.
Michigan DHHS contracted with vendors on 3 projects in their Integrated Services Delivery domain to develop 1) an online customer Portal connecting citizens to both state and community resources and services regarding their benefits, 2) a Universal Case Load task-based casework system and 3) an updated Interactive Voice Response system to better manage incoming calls. I provided IV&V Project Management services to review all aspects of the SDLC to assess conformance with contract language, industry standards, best practices and customer expectations.
CA DHCS, Office of the Ombudsman needed to replace their outdated Customer Relationship Management System with Salesforce-based system. I provided project management services throughout the entire SDLC lifecycle and also provided hands-on business analysis, requirements development, testing, data conversion, backlog management, Scrum Master, and maintenance and operations services. I also provided configuration, system admin, reporting and release management services.
CA DHCS, Encounter Data Quality Unit needed to develop a system to capture Medi-Cal/Medicare encounter data to develop reports that aided in the development of program improvements in health care quality of data and quality of care. I was a Team Lead managing business analysis and testing services.
CA DHCS, Office of HIPAA Compliance required the upgrade and maintenance of their Short Doyle / Medi-Cal (SDMC) claims processing system for services rendered under their mental health, alcohol and drug programs. I was a Team Lead managing business analysis, testing and training services.
WSDOT was interested in upgrading their existing project management data processing system and tools with a system (RPMD) Caltrans was using which required customizing the Caltrans system to match WSDOT's business process and needs. I was the Lead Analyst and Developer and managed business analysis, development, and testing services.
CA DHCS, Division of Project Management was converting project management information from an old legacy system to a newer system. An interim data conversion database was needed to improve the data quality of data before migration. I was the Lead Developer and managed data processing requirements, data validation, documentation, conversion script development, and overall data conversion services.
Caltrans needed upgrade and maintenance on a data processing system called the Research Project Management Database that managed project data and financial information. I was the Lead Developer and managed development, configuration, testing, training and documentation services.
CA DHCS aimed to increase its MITA maturity to both realize the benefits of a mature, more integrated enterprise and to procure MITA funding. I was one of the Information Architects assisting DHCS develop an enterprise-wide data management to support functions such as master data management, data quality, and standardizing data exchanges.
Covered California, the marketplace to purchase insurance under the Patient Protection and Affordable Care Act, was entering into a maintenance phase. Covered California required both project management services and business process improvement services. As a Project Manager, I managed and facilitates various initiatives, coordinated the adoption and procurement of their In-Person Administrative System (IPAS), and assisted with developing new business processes for their outreach activities to consolidate and reduce redundancies.
Cal eConnect, as the statewide governing entity for Health Information Exchange, was undertaking a study of medical labs in California and their ability to support electronic results. I was part of a team to research legislative and policy options on laboratory reporting standards and messaging standards.
CDSS wished to assume administration of the SSP program from the Federal Social Service Administration. I was part of a team that developed a business case analyzing various scenarios and impacts of a state-administered program. I focused on cost and financial models of the study. I also provided general project support and conducted interviews with other state agencies, stakeholder groups and related organizations.
The California State Lottery wished to acquire business intelligence services from a qualified vendor. I was part of the team responsible for determining the appropriate acquisition methodology, creating evaluation criteria, identifying mitigation strategies against contract risks, and developing procurement documents.
Caltrans, Division of Rail was procuring rail cars, locomotives, and a maintenance station to grow and support the existing California rail fleet. I was part of the team responsible for developing project needs and procurement documentation. I developed project schedules, RFI materials, and assisted with public outreach events.
Caltrans, Transportation System Information was responsible for collecting and disseminating data and information from multiple transportation information systems. TSI wished to improve these services and required an understanding of their processes by documenting and evaluating TSI’s existing data processes and workflows across the data value chain, including collection, storage, transformation, and reporting. I reviewed and evaluated division-wide data processes and data processing systems to develop data flow diagrams and data narratives that were used to identify data redundancies/overlaps and opportunities to integrate data and documents for cost savings and efficiencies.
